HB 2001 Summary

The Oregon legislature passed HB2001 in 2019, with the goal of increasing housing supply and choice in residential neighborhoods across the state. This legislation will eliminate single-family zones, as we know them, across Eugene. HB2001 states each city with a population of 25,000 or more shall allow the development of:

  • All middle housing types in areas zoned for residential use that allow for the development of detached single-family dwellings; and
  • A duplex on each lot or parcel zoned for residential use that allows for the development of detached single-family dwellings.  

Middle housing means:

  • Duplexes
  • Triplexes
  • Quadplexes
  • Cottage clusters
  • Townhouses

The Land Conservation and Development Commission (LCDC) has adopted minimum standards that must be met by the City as they are implementing HB2001. They have also created a model code to guide meeting the legislation. Local governments may regulate siting and design of middle housing provided the regulations do not, individually, or cumulatively, discourage the development of all middle housing types permitted in the area through unreasonable costs or delay.

Eugene shall adopt regulations for HB2001 no later than June 30, 2022.   If the City has not acted by this date it must directly apply the model code and standards developed by LCDC.
